CIA Terrorist Manual

I stumbled, disbelieving, upon this terror
manual on a web site now defunct. I can only wonder
how or why it lapsed, and if it was to do with their
considerable bravery publishing the CIA "Sabotage
Manual" that described comic
book-style how to bring a society to a halt -
Nicuragua in this case.
The web site was publius' lessgov.org,
a sad ghost of which survives on the Wayback Machine
at http://www.archive.org.

Lessgov published the manual in image form, and unfortunately
the archiving process has lost those images, so only
the header text atop the terrorist manual survives:
"This illustrated Terrorism Manual
was produced and distributed by the United States(?)
Central Intelligence Agency to instruct and motivate
the people of Nicaragua to commit terrorism against
their government.
Included in the manual are instructions on stealing from the government and
spreading rumors, phoning bomb threats to your employer and false alarms of
crimes and fires, destroying telecommunications and alarm systems, attacking
police stations, sabotaging vehicles, blocking highways, making bombs and throwing
them at police stations and how to do arson. "
The manual was, to quote John Stockwell:
" a
comic-book type of a paper, with visual explanations of what you can do to bring
a society to a halt: how you can gum up typewriters; what you can pour in a gas
tank to burn up engines; what you can stuff in a sewer to stop up the sewage
so it won't work -- things you can do to make a society simply cease to function. "
